This is not the budget the army wants, nor one that it deserves, Army Secretary John McHugh told the House Armed Services Committee last month. But it's the budget the Army has to accept to stay within its stringent spending limit, he said. It's sure not the budget the Army National Guard wants. The budget sets in motion a five-year plan to cut 49,000 soldiers from the Army National Guard and strip the Guard of all of its attack and scout helicopters. Today's 354,200-soldier Army Guard would be reduced to 350,200 next year, then to 335,000 in 2017. And unless Congress reverses itself on "sequestration"-the automatic budget cuts it put in place in 2011-the end strength shrinking will continue, reducing the Army Guard to 315,000 troops by 2019.
