Germany is also being defended at the Hin-dukush - this may be true. But first and foremost Germany has to be defended at home. What can we do to increase security at home without endangering the treasured civil liberties that we intend to defend against totalitarian terrorist threats? Globalisation has created conditions for the free flow of goods. By the same token, it has also created conditions for the free flow of evils. Borders have lost their divisive character; they have also lost their protective function. The traditional distinction between external and internal security has become blurred. The first line of homeland security therefore often lies abroad. If we want to go to the causes of the new international terrorism that threatens us at home, we have to go to where the ideas originate and where terrorist know how is being elaborated and disseminated.
