摘要

China is a country relatively poor in water resource, and drought has been one of the country's major natural disasters since ancient times. With the rapid social-economic development and population growth, demands for water in China have increased radically, and the inadequacy in water supply has been increasingly protruded. In the 21st century, the three major problems, i.e. flooding, drought and water environment deterioration, have become significant factors restricting the sustainable social-economic development of the country, with drought and water shortage being the most alarming.
