In evaluating the cost of phasing out chlorofluorocarbons, it pays to look not only at current damage to the ozone layer but also at what might have happened had our use of these chemicals continued unimpeded. Imagine the Antarctic ozone hole bursting upon a scientific community in which concern about depletion of stratospheric ozone had faded out after the debate over supersonic aircraft in the early 1970s. What would today's atmosphere be like and what future might we expect? Does analysis of the road not taken help towards solving current or future global problems?
