Conventional wisdom holds that the proper next step for an effective climate treaty Is to negotiate binding targets and timetables for greenhouse gases. But this Is not the best approach. This March in Berlin the member countries of the Framework Convention on Climate Change will hold the first meeting of their highest decision-making body — the 'Conference of the Parties'. What should be the way forward for international policy on climate change? Conventional wisdom is that the next step should be a legally binding protocol that sets strict targets and timetables for cutting emissions of the gases that cause greenhouse warming. Many hope that negotiations will begin at the Berlin meeting that will lead to a signed protocol.
