The BBC will not make its programmes available to new television services from Top Up TV and BT until it learns the outcome of the "public-value test" into its proposed iPlayer service. The test, announced by the BBC and television regulator Ofcom, started this week and will assess the potential impact on the commercial market of the iPlayer on-demand service. The BBC's plan is for a bespoke media player that will enable viewers to use their personal computers to access a selection of programmes broadcast on BBC channels over the preceding week. The Corporation offers such "catch-up" material on the on-demand television services of cable operator NTL and DSL operator HomeChoice and is keen to do so also via BT and Top Up TV. But it will not sign any more such deals until a decision is made on the iPlayer. "We don't want to pre-empt the outcome of a public-value test and take things for granted," said one BBC executive. BT has signed a deal to license programmes from BBC Worldwide for its BT Vision video-on-demand service, expected to launch next month over the telecommunication's operators national DSL network. But this agreement is for library content rather than a "catch-up" service.
