The UK government has conceded for the first time that digital switchover could harm the prospects of pay-television operators such as BSkyB, Telewest and NTL. The forecast came on the same day that BSkyB chief executive James Murdoch raised fundamental questions about the raison d'etre of switchover, claiming that it amounted to a denial of choice for consumers.
