In August 1973, the Government announced that it would pay the cost of building a rapid transit rail service between Auckland and Papakura, including the inner city loop line. In September 1973, the Government and the Auckland Regional Authority agreed to establish a three-man Directorate representing the Auckland Regional Authority (ARA), Ministry of Works and Development,and New Zealand Railways to implement planning and design of Stage 1.The Directorate set up a project team, consisting of staff from the two Government Departments and the Authority, to undertake detailed design. George Bridges represented Railways on the Directorate.
