The decline of coastal marine resources in Pacific Island countries and territories (PICTs) due to artisanal fisheries and habitat destruction is widely acknowledged (Hickey, 2008; Ruddle and Hickey, 2008; Sale et al., 2008; Adams, 2006; Zann and Vuki, 2000). Coastal communities in PICTs still depend substantially on marine resources for their subsistence needs and livelihood (Bell et al., 2009). Reductions in abundance and quality of marine wild-caught resources coupled with the expected rapid population growth in the region (Bell et al., 2009) have increased pressure on the economies and social stability of coastal communities, and are threatening the future food security and livelihood of many people.
