摘要

Indo-Pacific Maritime Security is a major issue for Australia. Threats to maritime security are increasingly apparent and challenging in the major sea lanes and maritime areas on which Australia's economy is highly dependent. The IMO is a key negotiating forum for the development and implementation of the international legal framework for combating maritime security threats. A major success of the IMO in this regard is the adoption of the Djibouti Code of Conduct in the Western Indian Ocean and the Gulf of Aden and the Code of Conduct for West and Central Africa. Against this backdrop, this paper argues that Australia's proactive engagement with Indo-Pacific countries for development of IMO-sponsored regional codes of conduct for maritime Southeast Asia, the Bay of Bengal and Western Pacific sub-regions may be a good entry point for Australia to build enduring maritime security cooperation with Indo-Pacific countries.
