摘要

As modem economies rely heavily on information technology based information systems for survival, there is an increase on the vulnerabilities and risks for these systems. Cyber terrorism is very challenging as these cyber terrorists inherit not only the characteristics of terrorists, but also the characteristics of hackers. Hence the objective of information systems security is to minimize an organization's potential losses by balancing the investment cost and financial losses from intrusions. This requires a solid theoretical foundation based on risk analysis and terrorists' behavior prediction. The paper examines the important factors that affect the optimal investment in information systems security. It has also tried to show that there are differences in the optimal investment for organizations, when they face the attacks from cyber terrorists compared to attacks by common hackers. The paper has the theoretical underpinnings of Came theory to create a model that includes critical factors that impact the optimal investment level and the economic impact of cyber terrorism.
