Passenger profiling and screening for aviation security in the presence of strategic attackers

Passengers that can cause attacks are a small fraction of all passengers but all have to go through rigorous screening before boarding the aircraft. The present system of 100% screening is expensive, time consuming, and inefficient. Passenger profiling is a viable alternative to this system. The system first identifies high risk passengers using the various attributes of the passengers. Transportation Security Administration (TSA) can make a rigorous screening of those whose profile matches those of probable attackers. However it is argued that an attacker can camouflage to manipulate the profile characters and avoid screening. But the profilers may not be aware of the complete set of attributes and hence may not be able to get out of screening. It all depends how the profiling is foolproof and how the screening devices can be configured to match the profiling. The study considers two situations. In the first setup, all possible attackers are physically verified and all normal passengers are screened and physically verified only when an alarm is raised. In the second case every passenger is send through the screening device but the screening device is configured differently for passengers with attacker's attributes. The analysis shows that the second setup is more efficient than the first one irrespective of gaming by the attackers. (49 refs.)
