In long-haul transportation, the truck drivers travel long distances and drivers often have to be on the road for many days. Naturally, truck driver fatigue is a contributing factor to accidents. Many western countries have adopted legislation to regulate the amount of time long-haul truck drivers can drive without break. The performances of drivers in the trucking companies are monitored, and noncompliance with the legislation can attract severe fines. Hence, these regulations should be taken in to account when planning long-haul vehicle routes. These requirements are seldom considered in the vehicle routing studies or in routing and scheduling software. The aim of this paper is to present a model, and solve a vehicle routing problem arising in the less-than-truckload industry by considering the legislative requirements on work and rest hours in the United States. The problem is solved by means of scheduling algorithms embedded within a tabu search heuristic. This study also considers other constraints such as multiple time windows and heterogeneous fleet constraints.
