In her introduction to the conference, Marie-Lise Lair synthesized the questions to consider regarding health promotion and health education: 1. Where are we? 2. What are the conditions for success? 3. What are the difficulties? 4. What alliances should be forged? 5. With what models, methods and tools? 6. On the basis of what research and studies? And because Luxembourg, like other countries, already has rich experience and programmes, Laurence Fond-Harmant was able to ask, 'How can past concepts be integrated with new public health ideas?'
