A report on the whaling industry in Japan has shown the industry to be reliant on large subsidies, with whale meat consumption falling among the population. The report, prepared by the International Fund for Animal Welfare in conjunction with Japan-based agencies, claims that whaling subsidies from the Ministry of Agriculture have cost Japanese taxpayers over JPY 30 billion over the last 25 years, with some money even diverted to the Institute of Cetacean Research from earthquake reconstruction funds.
