The US Congress asked the FCC forna bold plan to achieve the bold visionnexpressed by the Congress.nTo ensure that all people of the UnitednStates have access to broadbandncapability and shall establishnbenchmarks for meeting that goal.nThe plan shall also include:nan analysis of the most effective andnefficient mechanisms for ensuringnbroadband access by all people ofnthe United States;na detailed strategy for achievingnaffordability of such service andnmaximum utilization of broadbandninfrastructure and service by thenpublic:nan evaluation of the status ofndeployment of broadband service,nincluding progress of projectsnsupported by the grants madenpursuant to this section; andna plan for use of broadbandninfrastructure and services innadvancing consumer welfare, civicnparticipation, public safety andn•n•n•n•nhomeland security, communityndevelopment, health care delivery,nenergy independence and efficiency,neducation, worker training, privatensector investment, entrepreneurialnactivity, job creation and economicngrowth, and other nationalnpurposes.
