In the introduction to Peace Agreements and Durable Peace in Africa, Grace Maina challenges the "commonly held belief that only military victory produces outcomes that are favorable to peace. Negotiated settlements, she says, "appear to be just as stable as military victories in terms of ending civil war. Peace agreements are therefore necessary and legitimate tools of resolving conflicts and bringing about durable peace" (p. 3). The premise of the book is thus established.
