The U.S. paper industry is the world's largest by far, and among the most competitive. That may be why it finds itself a handy target for our international competitors, who are more than willing to suspend the rules of fair play when trading with U.S. paper companies. In a script that could have been written by Jonathan Swift, the U.S. paper industry is the Gulliver of international trade, an imposing industry that Fortune magazine called one of the two most competitive in U.S. manufacturing. Nevertheless, like Gulliver, we're hamstrung in foreign lands by smaller rivals—only they aren't Lilliputians. They are paper industries that benefit from handsome state subsidies and tariffs as great equalizers in the global marketplace.
