Inergy Midstream's proposed Finger Lakes facility, which would store 88 million gallons of propane in old salt caverns in western New York, has been held up by the state's Environmental Conservation Department for more than four years. "Finger Lakes is one of the things that's on our regulatory wish list," said Mollie O'Dell, of National Propane Gas Association, in addressing the propane shortage felt this past winter in the Northeast. The design would likely include four 700-hp compressors and two open brine ponds at a location above Seneca Lake, as well as six rail spurs expected to carry 24 tanker cars every 12 hours. Connections to the storage facility would be made to Millennium and Dominion interstate pipelines.
