Gazprom has revised downwards its planned gas exports to Europe, a strong signal that buyers apparently plan to take only their minimum obligations and are testing the willingness of the gas giant to become the swing supplier to the European gas market.rnGazprom is scaling back its European gas export forecast by 30 Bcm to 140 Bcm in 2009 (18% reduction), the second downward revision this year. Gazprom's export volumes would be at or below the minimum take-or-pay commitments from its gas buyers, implying a transfer of some of the volume risk from the buyers to Gazprom. Gazprom's actions could reduce the total contractual overhang in Europe to a level manageable within all other producers' minimum bill levels without having to sell surplus gas on the spot market - providing other producers similarly reduce supply to minimum bill levels, including LNG.
