Laws and regulations governing the assurance of pipeline safety have undergone considerable discussion and change in the last two years. Some of the major legislative and regulatory changes are discussed here. During 2002, Congress and the federal Office of Pipeline Safety (OPS) continued separate, parallel efforts toward the passage of new pipeline safety legislation and regulation. Both the House and Senate passed Pipeline Safety bills (H.R. 3609 and S. 1948) requiring operators of natural gas transmission pipelines to assess ― and periodically reassess ― the integrity of transmission pipelines located in High Consequence Areas (HCAs). The purpose of the inspection is to verify the integrity of the lines and make repairs or replacements as necessary to ensure their continued safe operation. The two bills were similar, except for the time periods allowed for initial assessment and for subsequent re-assessments.
