Outsourcing can be a technically and economically sound solution in many instances as it exchanges a variable, difficult-to-forecast, capital expenditure for a fixed cost monthly service. Outsourcing may not be appropriate for every operating company, and this decision must be justified both financially and strategically. As such, the decisions to purchase, implement, manage, and support specialized pipeline applications―or to outsource these functions to a qualified providervis strictly based on each company's particular business model. However, the positive benefits of having a" qualified group of professionals responsible for these systems may overshadow other factors, and might allow the pipeline company to focus on its core business of operating the pipeline and providing better service to its customers.
