Is the federal government handing out far too many subsidies to the energy industry, especially to the rapidly growing wind sector? One Republican member of Congress thinks so, and he wants change. To help support his argument, Tennessee Senator Lamar Alexander is brandishing the results of a new federal study finding the federal government handed out $16.6 billion in subsidies to energy industry concerns in fiscal year 2007. About $6.7 billion of that amount relates to electricity. The study, done by the Energy Information Administration at his request, shows steady increases over the past decade for renewable power sources. Alexander, unlike many legislators a foe of wind development, introduced an amendment to the federal housing stimulus package last Thursday that would have halved the production tax credit for wind energy and brought the incentive to the same level as other fuel types such as biomass, small irrigation power, and wind and tidal facilities. His amendment, which was rejected, would have reduced the credit from 2 cents to 1 cent/kWh, although it would have extended the duration of the credit for all "emerging technologies" from one year to two. Despite Alexander's argument, the Senate last week approved a one-year extension, as part of a housing bill (see story, page 1). An aide said that the senator has had a long-term interest in energy subsidies, especially electricity industry subsidies, and that he has been frustrated by a lack of detail and accountability in the oversight of them.
