The Pennsylvania Public Utility Commission last week without explanation postponed voting on a multi-party settlement meant to ease PPL Electric Utilities rate increases expected in December 2009 when rate caps end after 11 years. "I am disappointed that this case is being postponed. This is time sensitive. PPL hoped for a July 1 start date," said Commissioner Kim Pizzingrilli April 9 (Docket P-2008-2021776). PUC Administrative Law Judge David Salapa March 6 recommended approval of the February 27 settlement on the plan, which would allow customers the option to levelize increases by making advance payments for 18 months, on which PPL would credit 6% interest. The company would draw down the pre-paid account in 2010-11, so overall, the expected 34% increase would be less than 10% a year, said George Lewis, a PPL spokesman. PPL hopes to see the proposal back on the PUC agenda for a vote within a month.
