The federal government should allocate more than $30 billion to states and local governments to promote and implement energy efficiency, but make some of the money contingent on stricter building codes and major changes to utility regulation, a coalition of utilities and environmental groups said Friday. The Alliance to Save Energy, the Edison Electric Institute, the Energy Future Coalition, and the National Resources Defense Council joined to announce the "Energy Efficiency and Economic Recovery Initiative" - one of many proposals rolling in for the economic stimulus package that is expected in the incoming administration of President-elect Barack Obama.
