Dominion Virginia Power's proposed renewable energy program shifts price and delivery risk to customers and it eliminates choice, competitor Pepco Energy Services told the State Corporation Commission. DVP in May asked regulators to approve the new program, which it said was designed to raise customer awareness of renewable options by offering a choice of participation levels and providers. The program would be voluntary. But Pepco Services, which sells renewable electricity to retail customers in Virginia, said that under an amendment to DVP's proposal, competitive power providers would no longer be allowed to offer renewable electricity to DVP customers under the program. "The application represents the culmination of Dominion's long march back to complete monopoly power and central planning," Pepco's retail unit asserted in the filing made at the SCC. Pepco said that DVP apparently "realized the heresy that choice represents to its monopoly status," and filed the amendment, which dropped the ability of a customer to select another provider.
