Dutch TSO Tennet has urged the government to take a “timely” decision on whether the Netherlands is to build an offshore island hub to service offshore wind farms. Legislators are considering comprehensive new legislation on offshore wind, with Tennet’s request made in parliamentary hearings January 17. Tennet favours an island hub over conventional offshore substations. It believes an island would save 10-15% of the cost of an offshore network and 2-3% of the cost of the future IJmuiden Ver wind farm (at least 4 GW, 80 km offshore). Without a decision it has to spend money planning for both. It would like to see the island operational in 2027. Offshore Service Facilities is also advocating an island, but told the hearing that it had heard unofficially the government was planning to opt for HVDC substations on jackets because of the technological uncertainties of the Tennet solution. It urged government to look at its plans as well as Tennet’s. Meanwhile in onshore grids, renewables from solar are giving system operators headaches as network capacity is running out in some regions.
