The planned 2 GW Aquind interconnector between Great Britain and France is too low a financial risk to justify exemptions from parts of the EU's internal market rules, EU energy regulatory agency ACER ruled June 28. Independent UK developer Aquind had requested exemptions from EU rules on using congestion revenues, unbundling, third party access, and terms and conditions for connection and access, including tariffs. Regulators can grant these exemptions if they find that the project would not go ahead without them. But ACER said Aquind's status as an EU project of common interest meant the developer could put in an investment request to the relevant regulators to recover incurred costs through regulated tariffs.
