A fivefold increase in the public service obligation took effect on October 1 in the Belgian Region of Wallonia. The increase is intended to cover the cost to the distribution network operator, Elia, of buying up green certificates. It has a statutory obligation to do this at a price of €65 per GC.As the GC market is "largely and permanently saturated" according to Elia, essentially because of a large number of applications in anticipation of a change in the obligation, regulator the CREG has agreed to increase the PSO element in the tariff from €1.1889/ MWh to €5.9445/MWh. This type of tariff was introduced for the first time on January 1 this year.
