With negative natural gas prices appearing this spring in West Texas, the Electric Reliability Council of Texas Board of Directors on Tuesday set negative $20/MWh as a new minimum offer price used to mitigate the market power of gas-fired generators in constrained areas, effective Wednesday. The board was originally scheduled to consider a nodal protocol revision request that would have set zero as a minimum offer price, said Bob Helton, who chairs ERCOT’s Technical Advisory Committee, which oversees rule changes before board consideration. “Then, after we approved it, Waha went negative, so zero didn’t cover it,” Helton said. “So, ERCOT staff came back and said that we need to change it.” And the change is more urgent than the previously proposed rule change, Helton said, so rather than implementing a zero minimum mitigated offer rule as planned on May 1, ERCOT proposed to make a negative $20/MWh minimum offer effective the day after the Board of Directors approved it, Helton said.
