The Federal Energy Regulatory Commission has rejected an argumentthat ISO New England retroactively changed the way it measuresdemand response in its capacity auctions, saying the grid operator hasnot yet taken steps that can be challenged at FERC.“In dismissing this Petition, we take note that ISO-NE made nochanges to the Measurement and Verification standards for energyefficiency resources prior to [Forward Capacity Auction] FCA 13 andtherefore did not revise previously approved FCA 13 QualificationPackages,” FERC said in the order (EL19-43) issued Tuesday.
