A new bill from a Republican member of the US House of Representatives would create a $24/mt tax on carbon dioxide emissions while limiting the US Environmental Protection Agency's authority to regulate greenhouse gas emissions from stationary sources under the Clean Air Act. The legislation will face an uphill battle to passage, with the GOPmajority House recently approving a resolution that deemed any tax on carbon emissions as detrimental to the US economy. Representative Carlos Curbelo, a Florida Republican, on Monday plans to introduce the Modernizing America with Rebuilding to Kickstart the Economy of the Twenty-First Century with a Historic Infrastructure-Centered Expansion Act, or MARKET CHOICE Act. The legislation would establish a tax of $24/mt of CO2-equivalent on emissions from all fossil fuel combustion and some non-fossil fuel emissions sources starting in 2020. The tax would rise at an annual rate of 2% above inflation or more if specific emissions reduction targets are not achieved.
