The complex process of the radical rebuilding of the entire national-economic system, which is associated with its having been shifted onto the rails of the economic stimuli of the development that the country has experienced over the past ten years, and in connection with a sharply increasing demand for a maximum increase in labor efficiency in all spheres of engineering-technical and scientific-research activity has placed in the foreground an acute need to search for ways and methods of optimizing each of its elements. This touches primarily upon the most technically complex, time-consuming, and expensive forms of engineering activity, which are, at the same time, exceedingly critical to the national economy, where hydraulic construction applies.
