A group of MPs have called for 100% auctioning of emissions allowances for the power and aviation sectors in the EU Emissions Trading Scheme's (ETS) third Phase, beginning in 2013. In a new report, the MPs, under the auspices of the Environmental Audit Committee (EAC), make three recommendations for the future of the scheme and for the European Commission's Review of the scheme, which is set to report this summer. Firstly, it has called for a single EU-wide cap to replace the current system of National Allocation Plans (NAPs). This overall cap should be reduced in each successive phase of the scheme, in line with a series of tough new EU emissions reduction targets, the report said.
