The UK electricity industry is bracing itself for the impact of a raft of new legislation in 2008. The year starts with a bang. On January 1, the European Union's Large Combustion Plant Directive (LCPD) kicks in - which will impose drastic environmental restrictions on coal-fired power stations. Around 9 GW of UK plant is being fitted with flue gas desulfurization kit to meet the LCPD's constraints but just whether they all will be ready to operate at full capacity on January 1 is not known. If these plant are not available to run then there could be significant pressure on system plant margins - especially in the first quarter when colder temperatures will push up demand. If that happens wholesale prices could rocket and have significant implications for retail tariffs which could subsequently lead to pressure for the UK Government or Ofgem to intervene in the market.
