The European Commission (EC) has published its guidance document for member states covering the preparation of National Allocation Plans (NAPs) for Phase Two of the EU Emissions Trading Scheme (ETS), which coincides with the first compliance period under the Kyoto Protocol. Under the protocol, the European Union has an overall target of a 6% reduction in emissions from 1990 levels by 2012 - this target has been shared among member states according to their abilities and development levels.
