The European Commission expects most of the seven remaining national registries to come on line before the first compliance deadline in Phase One of the EU Emissions Trading Scheme (EU ETS), according to the EU ETS administrator Olivia Hartridge. Speaking on the sidelines of a conference in London this month, Hartridge told Platts that Italy's registry should be the next to come on line within "the next couple of weeks," while Hungary's registry should start up "not long after that." Hartridge added that most of the other registries — in Malta, Cyprus, Greece and Luxembourg — should all be up and running in time for the first compliance deadline on April 30, when plant operators must submit allowances covering their verified emissions for 2005 to the EC.
