The UK's power sector could face a cut of up to 45% in its allocations for Phase 2 of the EU Emissions Trading Scheme (2008-2012), according to a report by UBS bank published this month. UBS said that in its "most likely" scenario, 72 million metric tons/yr would be allocated to the power sector compared with 131 million mt/yr in Phase 1 (2005-2007). The bank said its "most likely" scenario for the next phase foresaw a total UK emissions cap totaling 208 million mt/yr, down from 245 million mt/yr in Phase 1. Of this total, an estimated 11.5% could be held back for auctioning and the New Entrant Reserve (NER).
