摘要

Given the huge number of wind farm projects that are being planned in the UK following the introduction of the Renewables Obligation a casual observer might think that wind farm developers have never had it so good. But as always, scraping a little below the surface reveals a more complex picture. Of course, the rewards on offer from the Renewables Obligation would make the mouths of any developer water but actually getting a project through planning and up and running making money is another matter. As Power UK reported earlier this year more than 2.5GW of wind projects have been snagged by planners and although new planning guidance should ease the progress of some other obstacles remain - not least ensuring that adequate transmission capacity is in place to export power. And even if these are overcome, political risk remains. When power prices rise as green costs increase over the next few years, will future governments be tempted to halt or even reverse environmental policies as voters voice disquiet at rising fuel costs? The fuel protests of a few years ago demonstrated to many how politicians can be pressured to make a u-turn on an environmentally friendly policy.
