The Euro Arrived amid much trumpeting Jan. 1. One can now use the same currency anywhere from Lisbon to Helsinki or Dublin to Athens. It's adeus escudo, adios peseta, adieu franc, slan punt, ciao lira, adia drachma, tot ziens guilder, auf wiedersehen deutsche mark und schilling, and hyvaesti markka as 12 of the 15 EU members switch to the new common currency. (The "Northern Brigade" - Denmark, Sweden, and the U.K. - are undecided over joining and referenda are in the pipelines, and Norway opted out.) So far, so good for shops and banks, but it remains to be seen how a dozen oft-disparate economies will react to interest rate constraints set by the Central European Bank. The flexibility that came with variable exchange rates now gone, the 12 are locked into a single economic straightjacket. Heavily industrialized nations like Germany and France are now bound to the agrarian economies of Greece and Portugal by more than mere proximity. Taking up slack through currency adjustment is no longer an option. Germany, the leading economy of the 12, now suffers 9.6% unemployment, with 4 million out of work. (Ironically, in the U.K. under a million, or 3%, are unemployed.) Across the Eurozone unemployment averages 8.3%, but the figure is falling slowly.
