This article calls upon policy makers in Russia to take a more robust, comprehensive approach to the design and implementation of a macro-regional development policy.rnA country's prospects are largely determined by the possibilities for growth and modernization of its most developed regions, as well as for gradually bringing areas that have specific advantages (natural resources, human capital, or a fortunate geographic location) up to their level. Considering the complex configuration and nonhomogeneity of Russia, the situation of depressed areas is a no less important aspect of development.
