摘要

This paper looks at the difficult gap between emergency response and 'building back better' infrastructure. Emergency responders often face having to make quick life-saving planning decisions in which developing resilient infrastructure may not be their primary concern. However, the issues they face are often as a result of the consequences of poorly planned and constructed infrastructure. The issue has been described as a 'development gap' between emergency relief and longer-term recovery. Various case studies support the analysis of the various approaches to planning and what can be done to overcome this gap in both developing and developed countries.
