A Decision in the film industry to force companies to pay for training would find little support if it were replicated in the engineering sector. The newly established Film Industry Training Board (FITB) has been granted statutory powers to ensure that film production companies invest in training. The FITB is promoting mandatory payment towards the Skills Investment Fund as the most effective way of heading off skill shortages in the film production sector. Levy rates are due to be set later this year. The FITB is the first industry training board to be established for 20 years. But Lynn Tomkins, director of UK Policy at Semta, the sector skills council for engineering, said that while levies might be useful for project-based industries like film production, they had little support in engineering. She said they presented a major administrative task that could lead to "training for training's sake".
