Maintenance-of-way executives face a peculiar challenge that seemingly pits MOW goals against each other. The primary goal - to maintain properties to ensure safe movement of rail traffic - must be pursued in an era when all railroad departments seek to do more to improve profitability with fewer resources. Yet, MOW executives have no avenue to boost margins save through cost-cutting and productivity improvements, as it is an expense department. And meeting that primary goal often causes service disruptions, which cut into revenue and customer satisfaction. This challenge has heightened the focus on planning and forging creative, strategic partnerships within and beyond the railroads themselves, so that all of the players can meet their goals without compromising safety.
