An unlikely schism in the Federal Communications Commission (FCC) produced a mixed decision on Chairman Michael Powell's deregulatory agenda, preserving regulations that govern local phone competition but sweeping away similar rules for high-speed Internet connections. Powell, supported by the FCC staff, had wanted to eliminate all requirements that the Bells lease their facilities at steep discounts—a move designed to provide incentives for new investment and encourage facilities-based competition. However, a fellow Republican commissioner derailed the recommendation by siding with two Democratic commissioners against the Powell plan.
