An enlargement in capacity could be just around the corner for the Estonian manufacturer of bleached chemi-thermomechanical pulp (BCTMP) AS Estonian Cell. If and when the project will be implemented reality depends mainly on changes in energy taxation for Estonian industrial enterprises. Discussions on reforming the appropriate tax regulations are currently underway in Estonia.
