The beauty of US Supreme Court is that we have a well-defined institution with clear features and a discrete history: that makes it a good subject to write about. It has an exact beginning, identifiable members, precise rules and procedures and a clear remit: to protect and interpret the constitution. We know where we stand. As a result, it is possible to put the Court on the slab, dissect it and see how it works. At the same time, the court is not a fossil: it is a living institution, and its work is a running commentary on American history. This brings us to the tricky part: understanding the relationship between the court and wider society. I have often thought that we need more work on the enforcement of Supreme Court rulings at ground level. For example, one suspects that local agencies enforced the desegregation order of Brown v. Board of Education, 1954, through gritted teeth. Maybe some of them sought to evade it altogether. This is well worth researching - and probably has been.
