The USA remains a federated nation with strong state identities. Recognizing this reality, Congressional Quarterly provides state rankings in several arenas. Authors Kendra and Harold Hovey have strong reputations in statistical data. Kendra presides over the State Policy Research company, surviving Harold who set up the original State Fact Finder structure. The publication is divided into three main sections: a general discussion about finding data for making personal, business, and public decisions; state comparisons by issue; and state summaries about those issues. Each section includes an introduction about the related data, describing the data source, including its limitations. For instance, in the section about where to live, a critical discussion describes the nuances of the figures such as longitudinal data, local peculiarities, and varying critical factors.
