In 2003, new research showed that many large recycling programs seeking to capture more No. 1 (PET) and No. 2 (HDPE) bottles began adding all Nos. 1-7 plastic bottles to their recycling collection programs. According to research done by the magazine for the American Plastics Council (now the Plastics Division of the American Chemistry Council), the success if these programs were mixed.By converting to all-bottles collection, surveyed communities saw a boost in the amount of HDPE and PET from 2 to 24 percent, with beverage container deposit states seeing a 44 percent rise and just 13 percent for non-deposit states.
