Boosting markets for recycled materials is always a challenge, and that was no different two decades ago when the magazine published an article that found that "minimum content legislation is an effective market development tool." R.W. Beck and Associates' Patty Beck and Pete Grogan noted that, beginning in the late 80s, "state and local governments across the nation have been implementing residential curbside recycling collection programs at a feverish pace in an effort to reduce landfill-ing, and," because of that growth, "the supply of old newspapers outstripped the market's ability to use the fiber." This, of course, was untenable and, in the fall of 1989, California was the first state to attempt to stimulate the market for recycled newspapers by requiring 50 percent recycled fiber content by the year 2000 in all newsprint consumed in Golden State annually.
